Sub: Travelling Allowance Rules - Implementation of the Sixth CPC.
The undersigned is directed to refer to this Department's OM of even number dated 23.09.08 on the subject cited above and to say that it has been brought to
Government's notice that the issue of this OM has led to lowering of the per km rates for transportation of personal effects by road on transfer in the case of A-1 / A / B-1 class cities. The provision under para 4.C of the said OM has been reviewed and it has now been decided to replace the existing provisions contained in para of the said OM dated 23.09.08, with the following:

The rates for transporting the entitled weight by Steamer will be equal to the prevailing rates prescribed by such transport in ships operated by Shipping Corporation of India."
* As per classification of cities for the purpose of admissibility of House Rent Allowance.
2. Attention is also invited to para 4.B of the OM dt. 23.09.08, which regulates the payment of Composite Transfer Grant. In this connection, it is reiterated that the
components and incidentals which were merged/subsumed with the Composite Transfer Grant, as per para 4.B of this Ministry's OM No.19003/2/97-E.IV dt. 17.04.98, remain unchanged.
3. The revised provisions as under para 1 above, shall be applicable w.e.f. 01.09.2008, i.e. the date from which revised T.A. rules are applicable.

Admissibility for reimbursement for travel within the city
I have transferred on sept,09 to y class city & already claimed the transportation of personnel effects as per old rates. now rates have been revised w.e.f.1.09.08 by order dated 8.06.10 wether I will got the difference . kindly clarify.
ReplyDeleteThs ruling borders on the absurd. Imagine a person moving from Ambala to Alleypey in Kerela. Since he moves from one Z station to another his entitlement will be substantially lower than somebody who moves from Ambala to Mumbai. How does one explain that
ReplyDeleteYou can file a supplementary claim, attaching a copy of this order. You can get the balance amount credited.
ReplyDelete@avicat the uling is as per the starting stn with no relation as to the destination so there won't be any diff whether you go to mumbai or allepey, all that matters is from where u start

Recently I submit my claim at the rate of above OM from Kolkata to Mumbai.But Our PAO refund the bill as comments: THE CLAIM IS RESTRICTED BY RAILWAY FARE AS THE BOTH CITIES ARE CONNECTED BY RAIL.

As per GOI order No.(1) under SR 116, there were already higher rates of transportation charges @ 30/- , 15/- etc for A-1/A/B-1 cities with clear cut specification that the higher rate is admissible only for carriage of PE from one place to another within the limit of such A-1/A/B-1 cities. Now, when GOI issued order on 23.09.08, this higher rate was not prescribed there,and therefore vide order dated 8.6.10, by indicating that "the issue of OM dated 23.09.08 has led to lowering of per km rates of tpt. of PE by road on transfer in the case of A-1/A/B-1 cities " , has added higher rates for higher cities i.e. X & Y cities. So what should be the correct procedure ? Is it not the correct procedure in the case of a transfer from X/Y city to another X/Y city, to allow higher rates only for that city limits and then lower rates for the remaining/ intervening distances ? Otherwise, how can one define correct rates for a transfer from X/Y city to Z city and vice versa ?The GOI order under SR 116 may be referred and compared with the latest OM.
