Subject:- Grant of incentive for acquiring higher qualification - Inclusion of additional qualifications/Review of the qualifications listed
in the Annexure to this Department's OM No. 1/2/89-Estt(Pay-I) dated 9.4.99.






The undersigned is dlrected to refer to this Department's OM of even number dated 28.4.2009 and a reminder of even number dated 17.6.2009 and 20/8/2009, regarding grant of incentive for acquiring fresh higher qualifications.


It is proposed to undertake a review of the qualifications listed in this Department's Office Memorandum dated 9.4.99. All the Ministries/Departments are requested to furnish their considered views/suggestions regarding aidition/deletion of qualifications listed in the Annexure to OM dated 9.4.99to this Department within 30 days from the date of issuance of this OM.

  1. As of now any qualification acquired by an individual without having availed study leave, is not eligible for grant of qualification grant. This clause should go.
    Any qualification gained by an officer even privately through correspondence course or evening classes should also be eligible for qualification grant

  2. I fully agree .The end result of even correspondance exams are acquiring additional qualification only.

  4. I think it is not necesary to have study leaves for acquiring higer qualification. However, you must have prior permission from your department. I am sure about this rule because I acquired Ph.D. as external student without taking study leave and still got the grant.

  5. I fully agree with Mr Mehta. Actually if anyone in Govt service acquires higher qualification during service at his own efforts without any Govt. financial & if his qualification is professional, he should definitly be given some financial benifits either by giving promotion or advance increments.

  6. Degree/post graduate degree in all subject, irrespective the fact whether it is professional/technical/educational qualification, should be incorporated in this scheme.

  8. The govt. should grant study leave to non-gazetted officers who wish to study courses like LLB (LAW). At present only gazetted officers are granted study leave. The process of granting leave should be easy and simple.

    Anyone is in Govt service has acquired higher qualification during his service at his lesure time & own efforts without any Govt. financial support & if his qualification is professional, he should definitly be given benifits either by giving promotion or advance increments.
