Creamy layer in OBCs at Rs.4.5 lakh as decided by the Centre
The R. Rajendra Babu Commission, appointed by the State government to suggest norms for identifying the creamy layer among Other Backward Communities (OBCs) and ensuring that they received the benefits, has asked the government to amend the State service rules to prevent merit quota vacancies going to OBCs from getting adjusted against the reservation quota assigned to them.
Briefing presspersons after handing over the final report of the commission to Minister for Welfare of Backward and Scheduled Communities and Electricity A.K. Balan here on Tuesday, Mr. Rajendra Babu said the commission had recommended to the government to amend the Kerala State and Subordinate Services Rules, 1958 to ensure that 50 per cent of all reported vacancies were treated as merit quota vacancies and any vacancy that went to an OBC candidate from the merit quota was not adjusted against the reservation quota available to the OBCs. The latter had been complaining that they were losing a number of posts as a result of merit quota vacancies getting adjusted against their reservation quota.
The commission recommended to the government to fix the income base for determining the creamy layer in OBCs at Rs.4.5 lakh as decided by the Centre earlier and not to club income from salaries and agricultural land. The commission had, in its interim report submitted late last year, raised the income base from the earlier Rs.2.5 lakh to Rs.4.5 lakh and the present recommendation was a confirmation of that. The increase in base level income that would determine whether a family belonged to the creamy layer or not, he said, has been recommended taking into account the economic growth, change in money value, cost of living index, increase in per capita, national and State incomes and the consumer price index.

CHB to facilitate central govt's housing scheme
Chandigarh Housing Board (CHB) will play the role of facilitator for effective implementation of the Union government’s Interest Subsidy Scheme for Housing the Urban Poor (ISHUP).
The scheme aims at providing cheap home loan to economically weaker sections (EWS)/low income group (LIG) people for acquisition or construction of houses. With the assistance of NHB and HUDCO, CHB will pass out the benefits envisaged to EWS/LIG beneficiaries in forthcoming housing plan under the said scheme in Sector 63, Maloya and Dhanas.
The economic parameters for eligible EWS beneficiaries as per the scheme are households having an average monthly income up to Rs. 3,300/- and that for LIG beneficiaries are households having an average monthly income between Rs 3,301 and Rs 7,300. The subsidy will be 5% per annum on interest charged on the admissible loan amount for EWS and LIG, over the full period of loan for construction or for acquisition of a new house.
A high level meeting to sensitize all states about various aspects of the scheme and to ensure smooth passage of benefits under the scheme was conducted by the government of India and UT was represented by finance secretary Sanjay Kumar along with officers of CHB.
Kumar said the scheme will provide housing loan, with subsidized interest, for a period of 15-20 years with a maximum limit of Rs 1 lakh to an EWS individual for a house of at least 25 sq. mtrs.
Additional loan, if needed will be at unsubsidized rate of interest. Furthermore, the scheme lays down that for a LIG individual the maximum loan amount admissible will be Rs 1.60 lakh for a house of at least 40 sq. mtrs.
The government has appointed National Housing Bank (NHB) and Housing and Urban Development Corporation Ltd. (HUDCO) as nodal agencies for implementation of the scheme. The subsidy will be released by the government to nodal agencies who in turn will pass on the same to the banks and housing finance companies for disbursement of the housing loan.
The scheme further envisages that primary security for the housing loan will be mortgage of the dwelling unit and there will not be any other collateral security/third party guarantee for loans up to and inclusive of Rs 1 lakh and no prepayment charges would be levied by the banks/HFCs under the scheme.

Air India employees to get salary without cuts on July 3
Yielding to pressure from its employees, cash-strapped national carrier Air India on Monday decided to give them their June salary July 3, instead of July 15 it decided earlier.
"The management has told us that we would get our salaries on July 3. They have also assured us that there will be no wage cut," JB Kadian, general secretary of the Air Corp Employees' Union (ACEU), said.
ACEU is the largest union among the Air India employees.
The airline employees get their salary on the last day of the month. Earlier Air India had announced that it would delay the June salary by 15 days and also asked the top executives of the airline to forgo their one month pay.
The employees' union protested this move, saying they would go on an indefinite strike from July 1 if the decision was not revoked. Kadian said the top executives would also get their salary.
ACEU and other unions have been holding hectic discussions with the management for over a week.
But they failed to reach a consensus on the airline's proposal to cut costs.
Air India, which incurred a loss of Rs.4,000 crore last fiscal, plans to ask for a Rs.10,000-crore (about $2 billion) bailout package from the central government.
Civil aviation minister Praful Patel met Prime Minister Manmohan Singh last Wednesday and discussed the bailout plan with him.
The prime minister suggested him to adopt various cost-cutting measures to improve the financial condition of the National Aviation Co India Ltd (NACIL), which owns Air India.

Sub: Benefit of reservation to persons with disability who acquire
disability after entering into Govt. service..
The undersigned is directed to say that various Ministries/Departments have been seeking clarification whether a person who acquires disability after entering into Government service shall get the benefit of reservation in services as provided in this Department's OM No.36035/3/2004-Estt.(Res.) dated 29.12.2005.
2. It is hereby clarified that the OM dated 29.12.2005 does not make any
distinction between persons acquiring disability before or after entering into service. An employee who acquires disability after entering into service will be entitled to get the benefit of reservation as a person with disability as provided in the instructions contained in the above referred OM from the date he produces a valid certificate of disability.
3. All Ministries/Departments etc. are requested to bring it to the notice of all establishments under their control.

Performance of production units during April - May 2009
Chitranjan Locomotive Works (CLW) produced 10 electric locomotives against the target of 10 electronic locomotives and Diesel Locomotive Works (DLW) produced 37 diesel locomotives against the target of 41 diesel locomotives during April-May 2009
Rail Coach Factory (RCF) produced 250 coaches against the target of 250 coaches where as Integral Coach Factory (ICF) produced 179 coaches against the targets of 167coaches during the same period. Rail Wheel Factory (RWF) produced 26226 wheels and 8511 axles during the same period against the target of 24618 wheels and 7702 axles during April-May 2009.
During the month of May 2009, CLW, DLW, ICF, RCF and RWF have produced 7 electric locomotives, 20 diesel locomotive, 93 coaches, 125 coaches, 10094 wheels and 6860 axles respectively against the target of 7 electric locomotives, 21 diesel locomotive, 107 coaches, 125 coaches, 8456 wheels and 5838 axels.
Railways have realized an amount of Rs. 36.25 crore approximately during the month of May 2009 through ticket checking.

Centre working on next-best option to one-rank, one-pay
The government seems all set to upwardly revise pension of ex-servicemen to bring them closer to the long-demanded “ one rank, one-pension” mechanism.
Though holding that full OROP is neither financially nor administratively possible, the government promises to resolve the existing anomalies in the pension structures of ex-servicemen which have been accentuated by the 6th Pay Commission.
On Thursday, cabinet secretary K M Chandrasekhar, who heads the committee of secretaries (CoS) looking into the issue, made a presentation to Prime Minister Manmohan Singh. He is also said to have discussed the pros and cons of granting the OROP demand based on the nearly two-month study that the committee carried out on the subject.
Others present during the presentation included finance minister Pranab Mukherjee, defence minister A K Antony, home minister P Chidambaram and minister of state (personnel) Prithviraj Chavan. The UPA government has already committed itself to taking a decision on the subject by the end of June in President Pratibha Patil’s address to the joint sitting of Parliament on June4.
Just before the crucial fourth phase of polling on May 7, the defence ministry had declared that a committee headed by the cabinet secretary had been constituted to ‘‘reduce the gap in the pensionary benefits to officers and jawans, bringing it as close to OROP as possible’’.

What is Income Tax Section-80C?
The government, in order to encourage savings, gives tax breaks to certain financial products as discussed in Section 80C of the Income Tax Act. These investments are often referred to as 80C investments.
In India only Government Employees are paying their Income Tax regularly. The salary and other income of a Government Servant are calculated exactly and the amount for the tax is recovered in the early stages itself at their respective departments.
Hence, Government Employees will be delighted to hear if any increase in the individual Income Tax exemption limit.
But there is no indication of an increase in individual Income Tax limit. In contrast, there will be a change in the Income Tax exemption under 80C. Now the limit of savings under 80C is one lakh and the expected limit is Rs. 1.5 lakhs. Even though this doesn’t make a hue difference, it can benefit some employees.
Regarding the Income Tax, an individual can earn upto 1.5 lakhs without tax in a year. After that, 10% is deducted upto Rs.3 lakhs. 20% deducted from Rs.3 lakhs to Rs.5 lakhs and 30% is deducted from Rs.5 lakhs and above. For women, there is not tax upto Rs. 1.8 lakhs and for Senior Citizens, no tax upto Rs.2.25 lakhs.

Sub: payment of family pension in the case of Burma Pensioners - regarding

The Burma Civil Pensioners/family pensioners are presently being paid ex-gratia ad-hoc allowance such that this allowance, which is being paid by the Govt. of India, plus the existing pension being paid by the Govt. of Myanmar taken together is Rs.3500/- as on 1.1.2006. As per the existing orders, the Dearness Relief as announced by the Govt. of India from time to time is also admissible on this amount.
2. It has been brought to the notice of this Department that Govt. of Myanmar extends family pension subject to the following conditions:-
a) In the event of death of the Government servant while in service, family pension will be payable to the family for a period of ten years or upto the date on which the deceased government servant would have attained the age of 65 years, whichever period is earlier: and
b) In the event of death of the Government servant after retirement, the family pension would be payable for the unexpired period of ten years from the date of retirement or upto the date on which government servant would have attained the age of sixty five years, whichever period is earlier.
3. Considering the hardship the affected family pensioners would face in case the family pension is discontinued as per the instructions of the Government of Myanmar, Government of India has condidered the matter sympathetically. The President is now pleased to dicide that the ex-gratis adhoc allowance would be continued to be paid to the Burma Civil Family Persioners by the GovernmentOf India even after the period specified in para 2 above irrespective of the discontinuance of family pension by the
Government of Myanmar. This would however be subject to the overall ceiling as prescribed by this Department from time to time.
4. Policy and procedure regarding payment of ex-gratia adhoc allowance will continue to be governed by the existing instructions issued in the matter so far.
5. This OM issues with the concurrence of the Ministry of Finance, Department of Expenditure vide their UO No. 137/E.V/2009 dated 21.5.2009
6. Similar orders in respect of Defence Personnel will be issued separately by the Ministry of Defence.

Sub: Emergency services at CGHS Wellness Centres (Previously known as CGHS dispensaries)
The undersigned is directed to state that CGHS has been providing emergency
medical services to its beneficiaries by operating afternoon and night shift emergency units at selected wellness cnetres, beyond the normal working hours of the wellness centres. It has been observed that attendance in the emergency shifts in the after noon and night shifts has been very low. Additionally, CGHS is faced with shortage of manpower for running its wellness centres during normal shift/working hours.
2. The question as to whether the emergency medical services should be
continued by the CGHS has been under consideration of the Ministry of Health & Family Welfare, especially in view of the fact that in emergency, cGHS beneficiaries can reach any hospitals for treatment. It was felt that there was no apparent jurisdiction for the continuation of emergency serivces in the afternoon and hight shifts at the cost of OPD services during normal working hours. In supersession of all existing instruction in the matter, it has been dicided to discontinue emergency services in the afternoon and night shifts at all CGHS wellfare Centres with immediate effect in all CGHS covered cities.
3. All Additional Directors/Joint Directors are requested to utilize manpower that will become available as a result of stoppage of emergency services, in the wellness centres, etc. wherever shortage exist.
4. The emergency services being provided at the following wellness centres in Delhi will, however, continue to function until further orders:

CENTRAL GOVERNMENT EMPLOYEES’ WELFARE COORDINATION COMMITTEES
STAFF WELFARE:
The Central Government being the largest single employer in the country, bears the major responsibility of looking after the welfare of a large number of employees spread all over the country. This Ministry recognizing that welfare of employees is one of the prime tasks of personnel management, provides and aids a large network of staff welfare programmes, thereby underlining the fact that improvement in the working and living conditions of the employees and their families, leads to efficiency and high morale amongst them.
A brief account of the various welfare programmes/organizations under this Ministry is given below:
CENTRAL GOVERNMENT EMPLOYEES’ WELFARE COORDINATION COMMITTEES :
Outside Delhi, at a place where there are at least 5 Central Government Offices and the total number of Central Government employees is not less than 1,000, the Central Government; Employees Welfare Coordination Committee has been formed. These Committees are responsible for coordinating the welfare activities of the Central Government employees serving within their jurisdictions. At present, there are 41 such Coordination Committees located in different parts of the country. Senior most officer in the station is the Chairman of the Committee.
RESIDENTS WELFARE ASSOCIATIONS:
In order to foster a spirit of mutual help and goodwill among the residents of government colonies and to promote amongst them social, cultural and recreational activities, Resident Welfare Associations have been recognized in Delhi and in other parts of the country. At present, there are 66 such Associations. The members of Management Committee of these Associations are elected by holding elections every two years under the provisions of the Model Constitution framed by this Department.
GRANTS TO RESIDENT WELFARE ASSOCIATIONS AND CENTRAL GOVERNMENT EMPLOYEES’ WELFARE COORDINATION COMMITTEES:
This Ministry has been providing grants to the recognized Residents Welfare Associations and the CGEWCCs as under:
i) Residents Welfare Associations
A maximum of Rs.4500/- per annum
ii) Central Government Employees Welfare Coordination Committee
A maximum of Rs.18750/- per annum for cultural activities and indoor games plus a maximum of Rs.9000/- per annum for Secretarial Assistance. The grants amount is determined on the basis of the staff strength.
AREA WELFARE OFFICERS:
Area Welfare Officers (AWOs) are appointed in residential colonies having a large number of Central Government employees. The AWOs serve as a link between the Government and residents in matters relating to the welfare of Government employees living in various colonies. They also work as field officers coordinating and maintaining liaison with the agencies of Government concerned in matters relating to provision of various civic amenities to the residents, such as CPWD, CGHS, Horticulture, Police, Transport and others. There are at present 64 AWOs' in Delhi and 25 at places outside Delhi.
BENEVOLENT FUND:
To provide financial assistance to the Central Government employees in the event of their prolonged illness, premature retirement, death etc. Benevolent Funds have been in operation in the Central Government Departments. In this Ministry, employees who are members of this Fund, have to contribute Rs.20 each per annum. The Government’s contribution to this Fund is Re.1/- per sanctioned staff, per annum.
RECREATION HALLS/CLUBS IN MINISTRIES/DEPARTMENTS:
Clubs have been set up in the Ministries/Departments with the object of organising various welfare activities

OTHER STAFF – WELFARE PROGRAMMES/AGENCIES:
Central Civil Services Cultural and Sports Board, CSOI, Grih Kalyan Kendra and the Kendriya Bhandar represent other staff welfare activities operating under the aegis of this Ministry. The running of Departmental canteens is another important welfare measure.
